This page provides the intended corporate structure and plain-language content. It must be reviewed against the group’s final legal entities, processing activities, contracts, markets and applicable laws before publication.
1. Scope
These standards provide a corporate framework for content moderation. Each marketplace must publish the service-specific rules, age requirements, prohibited categories and review processes that apply in its operating market.
2. Core standard
Content should be lawful, authentic, relevant to the approved service and presented in a way that does not deceive, exploit or place another person at unreasonable risk.
- Use accurate descriptions, identities and media.
- Obtain the rights and consent needed to publish content.
- Do not manipulate users through false claims, hidden conditions or fabricated endorsements.
- Follow category, location, language and formatting rules applied by the service.
3. Minors and age assurance
Content that sexually exploits, endangers or depicts minors is prohibited. Adult-only services must apply appropriate age-gating, verification, review and escalation controls before access or publication where required by the service or law.
Users must not misstate age, use another person’s verification or publish material that creates a reasonable concern that a person shown or described is under the required age.
4. Consent, privacy and personal information
Content must not expose private, intimate or identifying information without a valid basis and appropriate consent.
- No non-consensual intimate imagery or threats to publish it.
- No doxxing, unauthorised contact details or unnecessary identity documents.
- No impersonation or use of another person’s image to mislead users.
- No recording or publication of private communications where prohibited or lacking valid consent.
5. Fraud, impersonation and deceptive content
Content must not be used to facilitate scams, account takeovers, payment fraud, fake opportunities, misleading pricing or deceptive redirection to another service.
Material claims about identity, availability, location, price, qualifications, approvals, outcomes or commercial relationships should be supportable and clearly presented.
6. Violence, abuse, exploitation and hate
Content that promotes trafficking, coercion, sexual exploitation, serious violence, extortion, targeted harassment or hate-based abuse is prohibited.
Context matters for documentary, educational or safety-related material, but the responsible review team may restrict content where the likely harm outweighs its legitimate purpose.
7. Illegal and regulated activity
Content must not offer, request or facilitate goods, services or conduct prohibited by applicable law or the relevant marketplace rules. Regulated categories may require licensing, verification, geographic restrictions, disclosures or prior approval.
8. Moderation, enforcement and appeals
Content may be prioritised through automated signals and reviewed by authorised personnel. Decisions should consider the evidence, context, policy basis, severity and recurrence of the issue.
Possible actions include reduced distribution, editing requirements, removal, account restrictions, suspension or escalation. Where appropriate, users should receive a reason and a route to appeal or correct the content.
